The R&EC Corporation - "St. Petersburg Electrotechnical University Research and Engineering Center" was created as a company on basis of scientific potential and creativity of students and graduates of the St. Petersburg State Electrotechnical University "LETI". The company was incorporated in 1990. Later on the team joined professional software developers, scientists from research institutes, as well as representatives of the high-tech companies, primarily related to the work on aerospace industry. As a result, it was created a unique team capable to carry out various projects for industry and the State.

Traditionally, projects developed by the Company are mostly related to the space industry. Knowledge-intensive, technically complex projects require high qualification, professionalism and responsibility of developers. As part of the aerospace projects, the company's specialists developed a unique ontological data representing model. It joins measuring data from their internal and external communications, methods of processing, analysis of the hidden component and its behavior.  Ontological model allows the system examine the data and determine the nature of their behavior with in order to detect any deviations as soon as possible. This model has been tested and proven in trajectory measurements of missile vehicles and satellites.

Using the creativity and experience of the staff, the Company increasingly performs "ordinary" projects not directly related to the aerospace area. Such projects include: electronic document workflow system, electronic declaration system, information support of State elections, as well as geographically distributed information and mobile satellite systems GLONASS/GPS. At this time the Company pays attention to develop highly intelligent software for projects that use a system of monitoring and control of complex objects such as launch complexes, factories, bridges, dams, architectonic constructions. Developed by the Company technology of "intelligent agents", a part of the well known "artificial intelligence", endows these systems to new opportunities, increasing their reliability and endurance. These same technologies allow maximum automated video surveillance systems, which are gaining more and more popular.

The intelligent surveillance CCTV system allows automatically detect abnormal situation. The system can do it even in a daytime when objects are all the time moving in the area of surveillance. Intelligent surveillance system can differentiate and classify movable objects, as well as to decide if any special attention should be paid without operator's participation. Very important place in the development plans of the Company takes the foreign-economic activity. Additionally the Company is experienced in the international cooperation, including the field of engineering and software outsourcing. It demonstrates that the Company is ready to make an expansion to the western market of IT services. Especially It concerns not having analogs intelligent data analysis, recognition systems, surveillance, and systems of monitoring and control of complex technical objects.
